The thing that worries me about online courses is that a computer cannot manage a classroom. What you are talking about might work better with home schooling.

As I wrote, a live teacher or paraprofessional could be on site to handle classroom management issues. I'd also welcome seeing trials to ascertain if there are circumstances where it would be feasible to save the cost of a live person in the room and/or to see if kids could spend that part of their school day at home--which would save the costs of building and heating classrooms.
